Police in Fairfield, California, arrested a 17-year-old boy on Monday in Friday evening's shooting at a Spirit Halloween store, NBC News reports. The store is in the Solano Town Center mall. The shooting killed Constance Hages, 31, and wounded six other people, police said.

The boy is not being named because he is a minor, the Los Angeles Times reports. He was arrested at a home in Suisun City, next to Fairfield, police said.

Police Chief Dan Marshall said the boy will be charged with one count of murder, NBC News reports. He could face another murder count because Hages was pregnant, Marshall said. Fairfield police said the boy faces charges of murder and attempted murder, the Los Angeles Times and the New York Post report.

Police said the shooter went into the store, saw a customer investigators believe was his intended target, and fired several shots at that person, the Los Angeles Times reports. The gunfire hit seven people. Marshall said there may have been an earlier dispute between the shooter and a victim, NBC News reports.

A Fairfield police school resource officer recognized the suspect as a former student while reviewing store surveillance footage, the Times and the Post report. Detectives identified him within hours of the first 911 call, police said.

The boy had been arrested, sentenced and released in connection with an earlier shooting in the parking lot of a local high school in 2025, police said, according to the Times. Marshall criticized what he called a lack of accountability for young offenders. "This event shouldn't have even occurred," Marshall said, NBC News reports.

One victim remained in critical condition, police said, NBC News reports. The Solano County district attorney's office did not immediately respond to a request for comment late Monday, the Times says.

Fairfield, a city of more than 122,000 people, is about 45 miles northeast of San Francisco, NBC News reports.
