Ukrainian President Volodymyr Zelensky is in Oslo on Tuesday and Wednesday for talks with Norwegian Prime Minister Jonas Gahr Støre, Finnish President Alexander Stubb and US special envoys Steve Witkoff and Jared Kushner, Norway's public broadcaster NRK reported (translated from Norwegian). The goal is to reach a peace proposal that could be presented to Russia to end the war, NRK reported.

Witkoff is coming to Oslo in person, while Kushner is taking part remotely, NRK and the Norwegian newspaper VG reported, citing the Norwegian government. The US envoys are joining at Ukraine's request, NRK reported. Representatives of NATO, the European Union and several other countries are also expected, NRK reported.

"Ukraine has asked that the American special envoys Steve Witkoff and Jared Kushner join the talks. I am glad that this is possible," Støre said, according to VG (translated). "The goal is to get the diplomatic work onto a more constructive track," he said, VG reported.

Witkoff is expected to travel on to Russia for a meeting with President Vladimir Putin, the Kyiv Independent reported, citing Reuters. The Oslo talks are expected to include representatives of Britain, France, Germany and Poland, the Kyiv Independent reported. The schedule remains tentative, it reported. The talks follow an October 18 phone call between Zelensky, Witkoff and Kushner, the Kyiv Independent reported.

Zelensky said he had also spoken with Secretary of State Marco Rubio about missiles to counter ballistic attacks, early warning of Russian air strikes and the Starlink and Starshield satellite services, NRK reported, citing Reuters. Zelensky has proposed suspending Ukrainian strikes on Russian oil sites in exchange for more Patriot interceptor missiles, the Kyiv Independent reported, citing his interview with Bloomberg.

The talks come a day after President Donald Trump said it was time for "somebody else" to negotiate on behalf of Ukraine. Guri Melby, leader of Norway's Liberal Party, said Norway has a special responsibility as host. "We are not just a facilitator this time. We are a party," she said, NRK reported (translated).

What we know: Zelensky is holding two days of talks in Oslo, with Witkoff attending in person and Kushner remotely.
What we don't: What a peace proposal would contain and whether Witkoff's planned trip to Russia goes ahead.
