Federal immigration officers shot a man in New York on Thursday because he drove his car into their vehicles and they believed their lives were in danger, a senior Immigration and Customs Enforcement official said Friday.

The man, 28-year-old Oscar Belgal from the Dominican Republic, was hit in the neck "superficially" while officers tried to arrest him in the Marble Hill neighborhood, ICE's Marcos Charles said, PBS News reported. Belgal's 5-year-old son was in the car. Homeland Security Secretary Markwayne Mullin said officers did not know the child was there.

Charles said officers boxed in Belgal's car, and he "accelerated his vehicle, smashing into two of our government ICE vehicles," then drove toward other officers, the New York Post reported.

New York City's police commissioner, Jessica Tisch, told a different story on Thursday. She said city cameras showed Belgal pulling into a parking space when a federal officer in plain clothes walked up with his gun drawn. When the car moved forward, at least one officer fired seven rounds.

Officials said Belgal is tied to a gang known for armed thefts on mopeds. The New York Post reported he had pleaded guilty to grand larceny in a 2023 case and was on probation.

Mayor Zohran Mamdani and Gov. Kathy Hochul, both Democrats, asked the Trump administration to release Belgal and the body camera video and to pause immigration arrests in the city. "There is no justification for what we have seen today," Mamdani said at the scene.

Mullin refused to pause enforcement. He blamed the city's sanctuary policies and said ICE has asked New York to hold more than 14,000 people for pickup without a reply. He said officers' cameras were on but gave no date to release the video.

Belgal is being held outside the city.

What we know: Belgal was shot in the neck and is in federal custody.
What we don't: What the body camera video shows.
