President Donald Trump's approval rating is holding at a record low in the Reuters/Ipsos poll, four weeks before the midterm elections.

The poll, released Tuesday, found 32% of Americans approve of how Trump is handling his job. Sixty-five percent disapprove, including 49% who strongly disapprove. That matches the poll's last reading, Just the News reports. Among registered voters, Trump does a bit better, at 36% approval and 64% disapproval.

The poll surveyed 4,506 U.S. adults online from Sept. 30 to Oct. 5. Its margin of error is plus or minus 1.5 points for all adults. Seventy-seven percent of Republicans approve of Trump, compared with 21% of independents and 5% of Democrats.

The poll also asked about the midterms. Among registered voters, 44% said they would vote for the Democratic candidate for Congress in their district, and 37% said the Republican. Cost of living was the top issue by far. About half of all adults said a candidate's stand on it would matter most.

Several questions touched on recent fights. Eighty-six percent said using taxpayer money for election-related TV ads featuring the president or his Cabinet is inappropriate. That included 80% of Republicans. The White House has run government-funded ads praising the country and Trump's record. Trump said Monday his super PAC will pay for future ads.

Sixty-eight percent said it is inappropriate to keep some news outlets out of the White House over what officials see as biased reporting. A federal judge holds a hearing Thursday in a lawsuit by CNN, MS NOW and Politico over their access.

Other polls also show Trump under water. The RealClearPolitics average puts his approval at 38.5%, Just the News reports.
